GFOA Certificate of Achievement for Excellence in Financial Reporting

The Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA). The Certificate of Achievement is the highest form of recognition for excellence in state and local government financial reporting. In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized comprehensive annual financial report. This report must satisfy both generally accepted accounting principles and applicable legal requirements. This is the twelfth consecutive year that the District has received this prestigious award.

ASBO Certificate of Excellence in Financial Reporting

The prestigious Certificate of Excellence in Financial Reporting awarded by the Association of School Business Officials International (ASBO) , recognizes school districts that uphold the highest standards of financial reporting and transparency. Participation in the COE program highlights a school district’s dedication to financial accountability. Submitted ACFRs are rigorously reviewed by a panel of experienced financial professionals, who provide constructive feedback to further enhance the quality of future reports. Districts that meet the program’s stringent requirements are awarded the Certificate of Excellence, a distinction that also supports bond rating and continuing bond disclosure processes. This is the twelfth consecutive year the District has received this prestigious award.

ASBO Meritorious Budget Award

ASBO International’s MBA and introductory Pathway to the MBA programs promote and recognize excellence in school budget presentation. Program participation enhances school business officials’ skills in developing, analyzing, and presenting a school system budget. Participants submit their budget documents to a panel of school financial professionals who review the materials for compliance with the MBA Criteria Checklist and other requirements and provide expert feedback that districts can use to improve their budget documents. Districts that meet the stringent program requirements may earn either the MBA or Pathway to the MBA (Pathway). Pathway is an introductory program that allows districts to ease into full MBA compliance. The district has earned this award the past ten consecutive years.

TASBO Award of Excellence in Financial Management

Established in 2020, the Award of Excellence in Financial Management by the Texas Associate of School Business Officials (TASBO) recognizes Texas school districts, open-enrollment charter schools, and education service centers that have implemented professional standards, best practices, and innovations in financial reporting. The criteria to qualify for the Award of Excellence in Financial Management is stringent, based on financial accounting and reporting guidelines identified by the Texas Education Agency (TEA) Financial Accountability System Resource Guide (FASRG). Applicants must submit documents across 11 key areas, which are reviewed by a TASBO accounting subcommittee. The District has been awarded this prestigious award every year since its inception in 2020.

TASBO Purchasing Award of Merit

The Award of Merit was established in 2009 to recognize Texas school districts, open-enrollment charter schools, and education services centers that are committed to following professional standards in the acquisition of goods and services. Each year, volunteers with the TASBO Purchasing & Supply Management Research Committee evaluate the award criteria to ensure it represents the latest best practices. They then review new and recertification applications. The District has been awarded this prestigious award every year since 2016.

Texas Comptroller of Public Accounts - Traditional Finances Star

The Texas Comptroller of Public Accounts awards the Mansfield ISD the Traditional Finances Star for exemplary efforts in creating financial transparency around public services and spending decisions. The Transparency Stars program recognizes local governments across Texas that are striving to meet a high standard for financial transparency online. These efforts provide citizens with clear, consistent information about public spending in user-friendly formats.
