Legislative Priorities

The 86th legislative session convened Jan. 8, 2019. The purpose of this webpage is to inform the community about the priorities Mansfield ISD has regarding budgeting and other legislative priorities.

Priorities (Choose 3 to 4)

  • Keeping funding with public schools (from property taxes)
    • Public schools are funded by both local taxes and state revenue. Even though property taxes are rising the state is keeping the property taxes and only sending a portion back to fund school districts.
  • Allowing local governance to decide how tax dollars are being spent
    • Instead of the state government determining how tax payer money is spent, we support local governments allocating funds so that the community gets funds placed where it needs it most.
       
  • Mental Health and Special Education
    • We support better funding towards campus-based mental health and special education programs.
       
  • Safety
    • We support funding towards better safety procedures and programs for public schools.
       
  • Transportation
    • We support better transportation options for public school.
       
  • Full-Day Kindergarten Funding
     
  • Update the Cost of Education Index (CEI)
    • CEI is the mechanism that Texas uses to adjust Foundation program calculations to compensate for variations in resource costs and costs of education beyond the control of school districts. The CEI has not been updated since 1989-1990.
       
  • Stakes on State Assessments
    • Reducing the weight on standardized tests and replacing them with national collegiate tests.

Oppositions

  • Unfunded Mandates
    • Any unfunded mandates and infringements on local control
       
  • Privatization of Public Education
    • Any use of public funds for vouchers, tax credits, education savings grants, portability measures, or any other transfer mechanisms to privatize public education

  • Tuesday, Jan. 8, 2019: Start of 86th Legislative Session
  • Tuesday, Jan. 15, 2019: Inauguration of the governor and lieutenant governor
  • Friday, March 8, 2019: Last day to file bills for the 86th Legislative Session
  • Monday, May 27, 2019 (140th day): Last day of 86th Legislature (sine die)
