Executive Summary
The Mansfield ISD Technology Plan serves as a dynamic document to guide us in providing students, teachers and staff the technological tools for teaching, learning and working in the twenty-first century. MISD is committed to supporting students, teachers, and administrators as they focus on high academic standards, deliver innovative educational opportunities for all students, and provide a safe, nurturing environment which strengthens education. With this plan we will work to provide equitable access to that technology as we enable students to become lifelong learners.The Mansfield ISD Technology Plan outlines goals, objectives and strategies necessary to support the District's goal of improving instruction for all students by ensuring innovative and inspiring educational opportunities that result in high levels of student achievement. This plan is based on the four key areas of the Texas Long-Range Plan for Technology and is aligned
with No Child Left Behind and E-Rate criteria.
The four goals are:
1. Improve academic achievement, including technology literacy, of all students through the integration of technology into curriculum, instruction, and assessment.
2. Increase the capacity of educators to integrate technology effectively into curriculum instruction, and assessment through high quality, job-embedded, and sustained professional development.
3. Increase the level of instructional, technical, and administrative support of the integration of technology into curriculum, instructions and assessment through planning, budgeting and funding.
4. Increase the level of student and teacher support and access to commonly used, specialized, new and emerging
technologies, including but not limited to computers, the Internet, and network resources.
Objectives and strategies to support the goals of Mansfield ISD are based on assessment data from the Texas Star Chart,yearly staff surveys and feedback from the MISD Technology Advisory Committee.
The primary intent of Mansfield ISD is to focus on the education of our students. Technology-infused-learning provide students the opportunity to learn in ways not previously possible. Technology becomes an integral part of the classroom - as accessible as all other classroom tools.(ISTE, NETS for Students, 2000, p.6).
Needs Assessment
Assessment Process:Mansfield ISD conducts an annual needs assessment in order to evaluate progress toward reaching district technology goals. Gathering data and collecting district feedback is an integral part of the needs assessment process. In order to gather relevant feedback from district stakeholders, we utilize a variety of methods. An annual survey is a key component of this process. Each spring a survey is sent to more than 2,000 teachers to gather feedback on technology that affects the classroom. Focus groups provide another source for providing valuable input. The information gained from the focus groups help guide planning and decisions. In addition, interviews with building principals allow us to target specific campus needs and concerns to support student achievement and teacher productivity. Ideas for revisions to the plan and ideas for new initiatives come from these meetings.
Data is also collected through the completion of the Texas StaR Chart. All teachers, librarians and principals complete the chart each year. Administration reviews the results; this data is then used in planning and budgeting. Throughout the year the technology department works with district administrative personnel to analyze software, hardware, programs, courses, technology resources, staff development, and technical support to identify areas for improvement and determine areas for
change.
Existing Conditions:
Mansfield ISD serves 32,955 students
on 41 campuses including a new high school that will open in the Fall of 2012.
At present the student/computer ratio is 3:1, and the teacher/computer ratio is
1:1. All classrooms have a direct connection to the Internet and are connected
to the District WAN. Each computer receives Internet and email services. Campus
technical support at grades K-8 is staffed with one technician per six campuses.
Additionally, each high school is staffed with a full time technician. Every
campus, student, parent and teacher have access a web-based student information,
grade book and attendance program. Additionally, each administrator has access
to data management software for student assessment to
meet NCLB requirements
and state expectations.
MISD uses Microsoft networking and email software.
All campuses have access to an online work order system that allows all district
staff to notify the technology department about technology needs and issues.
Employees also have access to
additional system components: the workshop
module is for registering for and tracking professional development
opportunities and a PDAS module is used for teacher evaluation. Students K-8 are
enrolled in Technology Applications classes district-wide. The goal for all
students is to meet the Texas
Technology Applications standards at each
grade level. As part of this goal a yearly post-assessment is administered for
all eighth graders prior to the end of the school year. This helps guide
technology program choices for students throughout the
district. The
Educational Technology Trainers provide support for teachers and administrators
in the area of instructional technology and technology skills.
The continued
infrastructure upgrades and replacements have contributed to a more reliable and
robust network which is currently in place. Related improvements such as switch
replacements and electrical improvements have helped ensure operational
efficiency. Wireless access at all campuses was begin in Spring 2012. A
district-wide plan to modernize classrooms with interactive technology and media
content has provided teachers and students with new tools to deliver
innovative educational learning opportunities and cultivate productive,
lifelong learners.

Evaluation
Evaluation Process:Evaluation of the Technology Plan will be an ongoing process. Monthly status reports will be given to the School Board and at PDC (Principal, Director, Coordinator) meetings. Monthly update reports will be sent out to staff via email. Weekly updates will be given to Executive Council. The Technology Advisory Committee will receive reports quarterly. Both the Technology Plan Committee and Technology Advisory Committee will perform an annual evaluation and update beginning in May and continuing through December submission. Mansfield ISD’s Star Chart results for each campus will be used to measure progress toward meeting the goals of the District’s Technology Plan.
Evaluation Method:
The district reviews various forms of
data each year to measure the progress toward our goals. We will continue to use
a
similar approach each year as we gather data about our technology program.
