NOTE:

Primary Purpose:
  To supervise, develop, assign, review and participate in the work of staff responsible for non-emergency and emergency communication services under the direction of the Chief of Police; may need to answer calls to the Police Department and process calls as appropriate; may need to provide emergency dispatch services for the Police Department as well as other assigned duties in the School District; maintain equipment and accurate records involved in staffing and daily operations; and maintain an atmosphere of professionalism and team-work.
   
EXAMPLES OF WORK TO BE PERFORMED:
  • Assist with the interviewing and hiring of personnel for communications department.
• Supervision of training of new personnel.
• Responsible for all in-service training of communications personnel.
• Periodic review, update, and rewriting of radio procedures for police department.
• Formulate suggestions, policies, and procedures for improvements in the emergency operation procedures of the School District.
• Maintain all equipment located in the communications center.
• Prepare necessary monthly reports of communication activity.
• Review and evaluate all communications.
• Update all personnel on changes concerning use and dissemination of information concerning the criminal justice telecommunication system.
• Act as first line supervisor for communications personnel.
• Attend and contribute to meetings concerning communications in the North Central Texas region.
• Maintain accurate and current radio licenses with the Federal Communications Commission for all frequencies issued to the School District.
• Assume duties of communications operator when necessary.
• Other duties as may be required.
   
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to prepare clear and concise management reports regarding operations of the communications department.
• Ability to communicate clearly and utilize all communications equipment of the School District.
• Ability to perform under stress in emergency conditions and to coordinate all activities of any agency or agencies involved in emergency conditions.
• Thorough knowledge of the communications field and all laws, rules and procedures governing operation of the communication unit.
• Skill in the supervision and work of training communications personnel and the preparation of reports.
• Ability to read and interpret laws, regulations, policies and procedures and to communicate such laws and changes to subordinates.
• Provide timely, accurate and thorough Performance Reviews for supervised employees.
• Recommend and assist in the implementation of departmental and unit goals and objectives; implement and enforce policies and procedures.
• Use and maintain equipment in the dispatch center; ensure all technical equipment is operating effectively; ensure a regular flow of requested information and records for individuals; ensure appropriate inventory of supplies and materials and monitor maintenance schedules.
• Maintain an atmosphere of professionalism; resolve or mediate interpersonal conflicts; demonstrate a willingness to exercise authority and accountability for making decisions; demonstrate sensitivity to the team atmosphere and assist employees in addressing problems which could impair the atmosphere of the dispatch center.
• Knowledge of principles and techniques of supervision.
• Knowledge of policies and procedures of the Mansfield ISD and Mansfield ISD Police Department.


   
DESIRED TRAINING AND EXPERIENCE:
  • High school diploma or equivalent.
• Five years’ experience in public safety communications.
• Must hold an Advanced Telecommunicator Certificate from the Texas Commission on Law Enforcement Officers Standard and Education
• Must have a TCIC/NCIC 40-hour Certification (full access classroom training).
• Must hold a valid Texas Drivers License

  • District vehicles, alarm systems, fire extinguishers, security equipment including camera system, personal computer, radios, printer, calculator, copier, fax machine, department vehicles, and any other equipment as may be required.
