Primary Purpose:

 

Improve the quality of service and performance of the technology department by clearly distinguishing strategy and planning, project execution and managed operations.

Qualifications:

 

Education/Certification:

  Master's degree in Information Technology
 

Special Knowledge/Skills:

 

Knowledge of computer network, hardware, and software applications
Knowledge of computer applications development and implementation
Ability to manage budget and personnel; coordinate district function
Strong organizational, communication, and interpersonal skills
Ability to interpret policy, procedures, and data

 

Experience:

 

Three years experience in supervision and management of an information systems department for a large organization.

Major Responsibilities and Duties:

 

Technology and Information Management:

 

1. Directs departmental operations in one or more major functional area(s) of information technology.
2. Develops information systems testing strategies, plans or scenarios.
3. Manages, coordinates, and facilitates process improvement initiatives related to enhancement of the district core information systems and processes.
4. Monitors and evaluates program effectiveness and effects changes required for improvement; Conduct analytical studies, cost-benefit analysis or other research.
5. Participates in the establishment, organization and implementation of short- and long-term goals, objectives, policies and operating procedures; monitors and evaluates program effectiveness required for improvement.
6. Oversee maintaining currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems.
7. Communicates regularly with executive management and administration regarding the status of current project initiatives; obtains executive guidance and approval as required to advance initiatives.
8. Liaison between contractors/vendors and customers; purchases or contracts for IT services, equipment, products, supplies, property or other items.

 

Policy, Reports, and Law:

 

9. Assist with implementing the policies established by federal and state law, State Board of Education rule, and local board policy in the area of information management and technology.
10. Assist with all physical and computerized reports, records, and other documents required.

 

Personnel and System Management:

 

11. Analysis of key system components such as checking backups, performing routine troubleshooting, reviewing system logs, capacity management and performance monitoring.
12. Ensure network security, accounts and passwords are in accordance with current standards of compliance with district acceptable use Policy.
13. Serve as the primary contact that communicates regularly and effectively with campuses/dept administrators concerning their needs, issues, concerns.
14. Oversee the implementation, documentation and evolution of LAN, WAN, software, hardware, peripherals and telecommunication systems; This includes repairs and upgrades, network system upgrades and the installation and maintenance of network equipment.
15. Oversee management of the Helpdesk; to include training, coaching, organizing, planning and staffing operations.
16. Work with technology staff, customers and suppliers to troubleshoot problems, complete setups or evaluate new products. - Performing load and stress testing.
17. Recommend various personnel actions including, but not limited to, hiring, performance appraisals, promotions, transfers, job descriptions and vacation schedules.

Supervise support staff when engaging in projects, assigned task or as needed.
