Primary Purpose:
  Assist in the management of the district recruitment and retention of qualified personnel. Assist in the district's application/screening process and help ensure that the district is represented as an attractive employer.
Qualifications:
  Education/Certification:
  Bachelor's Degree
Texas Teaching Certification
Professional Development and Appraisal System Certified Appraiser
  Special Knowledge/Skills:
  Knowledge of the selection, training, and supervision of personnel
Ability to interpret policy and procedures
Ability to develop and deliver effective training to adult learners
Excellent interpersonal skills
Excellent oral and written communication skills
Strong public relations skills
Knowledge of certification laws, guidelines/requirements, Texas Education Code, District policies
Willingness to travel (in-state and out-of-state)
Ability to use a personal computer

  Experience:
  Six years of recruiting and/or teaching experience, preferred
Two years supervisor experience, preferred
Major Responsibilities and Duties:
  Recruitment / Retention
  1. Work with Director of Personnel to help select personnel for all assignments.
2. Assist in interviewing applicants for positions in the district, as needed.
3. Coordinate the district's recruiting program. Maintain recruiting history database. Accumulate data and prepare reports regarding recruiting efforts and effectiveness.
4. Participate in recruiting fairs in and out-of-state, at universities, and at other organizations and events. Assist in maintaining and creating recruiting materials and displays. Maintain database of information gathered at recruiting events.
5. Assist in the coordination of annual MISD teacher job fair/interview days.

6. Assist in maintaining and updating applicant data.
7. Work with the Director of Personnel to establish and provide appropriate campus and district mentor/retention programs and training opportunities.
8. Identify qualified new teacher and teaching assistant mentors. Coordinate the training of selected mentors with the Direct of Personnel Services and instruction specialists. Monitor and report the effectiveness of this retention effort.
9. Plan and direct teacher mentor information session(s) to identify interested, high potential teacher mentors. Utilize the online application and screening interview process to assist the campus administrators in recommending high potential teacher mentors. Document the effectiveness of this retention effort.
10. Coordinate campus placements for student teacher interns with training cooperating teachers. Monitor and report the effectiveness of this recruitment effort.
11. Plan and coordinate campus-level administrator training for teacher retention with the Director of Personnel Services (Including initial, ongoing, and annual update training).
12. Assist in planning and coordinating new teacher orientation pre-service activities with the Director of Personnel Services (including PDAS orientation and update training for certified district personnel). Document this retention effort.
13. Use management practices that promote collegiality, teamwork, and collaborative decision making among staff members.
14. Support teachers to successfully complete all Texas certification requirements.
15. Stay abreast of certification requirements and endorsements.
16. Assist to ensure the ongoing training of new campus administrators in the utilization of the new teacher online application process.
17. Assist/coordinate/conduct the district exit interviews. Maintain ongoing database created to track employees leaving the district.
18. Monitor the overall employee induction process to ensure a high level of user-friendliness for new professional employees and paraprofessional teaching assistants.
19. Maintain an effective communication channel with staff and employees of the district.
20. Follow policies established by federal and state laws, State Board of Education Rules, and local Board policy.

  13. Help the superintendent develop and publicize reports related to the performance of the district and articulate district goals and objectives.
14. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the public information area.

  23. Use information and insights provided through assessment instruments, the Professional Development and Appraisal System, evaluative feedback from supervisors, and professional programs to improve job performance.
24. Remain abreast on the current trends as they relate to improvement of personnel functions.
25. Attend workshops and conferences directly related to recruitment and retention of staff.
Supervisory Responsibilities:
  None.
Working Conditions:
  Maintain emotional control under stress. Frequent district-wide, statewide, and out-of-state travel. Occasional prolonged and irregular hours.

Physical Demands:
  Frequent standing, walking, stooping, bending, reaching, pulling, pushing, moderate to heavy lifting and carrying. Exerting 20 to 50 pounds of force occasionally.
