| Primary Purpose: | |||
| Assist the Assistant Superintendent for Personnel Services in a way that ensures the recruitment and retention of qualified personnel. Direct and manage district personnel activities to ensure legally sound and effective personnel management practices. Responsible for the development and implementa-tion of personnel programs to include wage and salary administration, employee training, recruitment and staffing, and employee communications. Interpret and recommend personnel policies and regulations for the district. Oversee the District's mentor endeavors and substitute program. | |||

| Major Responsibilities and Duties: | |||
| Personnel Management | |||
| 1. Interview, recommend and authorize employment paperwork
for substitutes. 2. Coordinate the assignment of student teachers. 3. Work cooperatively with principals and staff to select personnel for instructional assignments. 4. Schedule and organize recruiting trips for the district. 5. Make personnel recruitment visits to college and university campuses. 6. Requisition, update, and maintain materials and displays for recruiting. 7. Plan and direct annual District teacher job fair. 8. Keep the Assistant Superintendent for Personnel fully informed of the employment status of personnel and any problems relating to or affecting the personnel endeavor. 9. Council employees concerning work-related problems. 10. Provide training/in-service for substitute teachers. 11. Assist in processing for insurance/renewal of state permits and certification. 12. Consult and advise teachers on certification, appraisal, transfers and other personnel needs. 13. Coordinate new teacher orientation pre-service activities with the Staff Development Department (i.e., PDAS orientation and update training for District personnel). 14. Coordinate the District application and recruitment process and ensure that the District is represented in a positive and professional manner. 15. Provide accessibility to support, guide, and assist new teachers with academic and personal needs. 16. Work cooperatively with the Staff Development Department to provide appropriate mentor training opportunities as necessary. |

| 17. Work cooperatively with campus administrators and Assistant
Superintendent for Personnel to define staffing needs. 18. Use management practices that promote collegiality, teamwork, and collaborative decision making among staff members. 19. Foster an effective communication channel with staff, employees, media, community, and Board of Trustees. 20. Assist in the administrating of employment contracts and contract renewals. 21. Plan, evaluate, and administer equal employment opportunity provisions to ensure compliance with federal and state laws and regulations. 22. Assist supervisory personnel in conducting due-process procedures. 23. Implement policies associated with an oversee processing of employee complaints and grievances. 24. Ensure that the employee handbook and personnel directory are up-to-date. |

| 25. Assist in the development and implement procedures for
administering salary, benefits, and other forms of compensation that effectively
implement policies adopted by the board. 26. Assist in the preparation and revision of job descriptions and the classification of positions in the district compensation plan. 27. Assist in the administration of teacher salary schedules and ensure compliance with state minimum salary schedule requirements 28. Administration of exempt and nonexempt compensation programs, ensure compliance with federal wage and overtime laws. 29. Assist in the cost analysis of salary and wage adjustments for the budgeting process. 30. Work with others to compile and report projections of staff and facility needs. 31. Ensure that programs are cost-effective and that funds are managed prudently. 32. Assist in the compilation of budget and cost estimates based on documented program needs. 33. Implement policies established by federal and state laws, Stare Board of Education rule, and local board policy. |

Develop and maintain systems for retrieval of information in support of all programs. 39. Develop and implement technology programs to support personnel activities. |
